Since "the heart is deceitful above all things and desperately wicked, who can know it?" as Jeremiah wrote, wouldn't gay ordination (and other evils) be expected and commonplace?
It is only in the last four decades that homosexuality has become "expected and commonplace" in western society.

So ordination of sodomites is a relatively recent idea in anybodies mind.

Homosexuality being a sin, to the extent of abomination, normal people have found it unacceptable in daily community life, thus an evil never ever to be countenanced in a "Christian" pulpit

GOD states.
Lev 18:22 Thou shalt not lie with mankind, as with womankind: it is abomination"

So you are saying "Congress."
Who is this Congress?
You appear to have great difficulty understanding Romans 13.

"He calls them the higher powers, not the supreme, who possess the chief authority, but such as excel other men. Magistrates are then thus called with regard to their subjects, and not as compared with each other. And it seems indeed to me, that the Apostle intended by this word to take away the frivolous curiosity of men, who are wont often to inquire by what right they who rule have obtained their authority; but it ought to be enough for us, that they do rule; for they have not ascended by their own power into this high station, but have been placed there by the Lord's hand. And by mentioning every soul, he removes every exception, lest any one should claim an immunity from the common duty of obedience.

"For there is no power," etc.
The reason why we ought to be subject to magistrates is, because they are constituted by God's ordination. For since it pleases God thus to govern the world, he who attempts to invert the order of God, and thus to resist God himself, despises his power; since to despise the providence of him who is the founder of civil power, is to carry on war with him."
(John Calvin)

"It is our participation of the divine nature that gives us an escape from the pollutions that are in the world through lust; and, Rom. vii. 23, there is a law of the mind, as well as a law of the members.

Now this is, first, the most unjust and unreasonable thing in the world, when two combatants are engaged, to bind one and keep him up from doing his utmost, and to leave the other at liberty to wound him at his pleasure;
and,
secondly, the foolishest thing in the world to bind him who fights for our eternal condition, [salvation?] and to let him alone who seeks and violently attempts our everlasting ruin.

The contest is for our lives and souls. Not to be daily employing the Spirit and new nature for the mortifying of sin, is to neglect that excellent succour which God hath given us against our greatest enemy.

If we neglect to make use of what we have received, God may justly hold his hand from giving us more. His graces, as well as his gifts, are bestowed on us to use, exercise, and trade with.

Not to be daily mortifying sin, is to sin against the goodness, kindness, wisdom, grace, and love of God, who hath furnished us with a principle of doing it."
(John Owen)
