If you are asking the question will human choice and action change God's mind to effect human desires then the answer is no. Man has never nor will ever take charge of God and His purpose and plan for mankind.
If on the other hand you are asking "Can God" - then the true Christian position is that God can do anything.
If you are suggesting that God does not work in and through His followers! - Then frankly where does He work?
