The pastor is just another elder, the preaching elder. He is not 'above' everybody else, (only Jesus claims that position) and it would be dangerous for the congregation to establish him as lone 'leader'. Satan and sin would take advantage of the weakness of a sinner on his own. God does not appoint one person....
