Haggai's Prophecy lasted only 15 weeks, and was originally directed to the Remnant of God who had returned from Babylon after the 70 years of Captivity. Those who returned were serious about God and His worship, and left the comforts of Babylon. The quickly laid the foundation of the new temple, and reinstituted sacrifices.
Opposition arose against the rebuilding and it stopped. The People became complacent, and by the time Darius came on the scene, the rebuilding should have resumed, but did not. They had neglected this noble work, to satisfy their selfish desires.
They were presuming upon divine Grace, that the Lord would live with his people even though they willfully refused to obey. Procrastination of spiritual duties usually happens when we are distracted with our own selfish desires.
God through the prophet was saying that they had plenty of time and money for themselves and their own pleasures, while claiming they had no time for God. This was evidenced by them dwelling in their paneled houses, that is, they had the finest finishing touches.
Verses 6 &9 are a picture of utter frustration and dissatisfaction. Until God is put first in our lives, we will never really experience true satisfaction. The Key to Satisfaction is that it is found in God Alone.
Verse 8 we find the 3 imperatives. A picture of repentance. There are many New Covenant realities in conjunction with v.8. The Purpose of all this is that God would be pleased- and that He would be glorified!
