Michael Cocoris who says, "The Bible requires repentance for salvation, but repentance does not mean to turn from sin, nor a change in one's heart." I fear such a definition encourages a worthless faith void of any moral committment. I fear such reasoning leads many to a false sense of security. In Luke 13:1-9 Jesus is correcting a false sense of security. A false sense of security is extremely common. This is true of individuals, and it is true of nations. The people of Jesus' day were oblivious to their brief respite until the nation would be practically obliterated. Therefore Jesus, with a view of rousing them, laid down the universal necessity of repentance. This state of false security is still the case with multitudes of religious people as well as agnostics.
