In Leviticus 26 God restates the covenant requirements given to Israel. Do these things and you will be blessed, walk contrary to these commandments and reap a curse.
Yet God knows that Israel is neither willing, nor able, to perfectly fulfil the conditions for blessing.
So why does God give a covenant that cannot be kept? Because there is no other covenant of blessing that God can offer to people. God's requirement of covenant faithfulness is not arbitrary, as if he could bless sin if he wished to. God promises to bless perfect obedience and promises that disobedience will bring disaster.
This is true, even in the case of people that appear righteous to human eyes - the blessings of the Old Covenant require perfect obedience.
When Jesus comes, he comes and satisfies all of the conditions given under the Old Covenant. He is the only person who has ever lived who deserved nothing but blessing, but received nothing but the curse. Jesus willingly receives the curse in my place, so that I might receive the blessing of obedience in his place.
So the Old Covenant could not justify anyone except the one who kept it perfectly; but under the New Covenant there is no condemnation for all who are 'in Christ'. Christ has satisfied the covenant and has delivered me from wrath to blessing.
