A Covenant for the Gentiles

The heavenly Father is speaking to the redeeming Son. From verse eight, we find two New Testament references. First, "an acceptable time" and "day of salvation" refer to the advent of Christ, from His birth, through His death and until His return. Paul referenced this verse in 2 Corinthians 6:2. Secondly, "give thee for a covenant" refers to Christ enacting God's everlasting covenant of grace. See: Hebrews 8:6 and 9:15.
