Dispensationalism 4 - Human Government

Cain was allowed to live following his murder of his brother, Able. His rebellion continued to manifest itself in his line, which was ended with the flood. In the dispensation of human government God added capital punishment with its necessary human government as a way for man to obey God. This new restrainment, coupled with human conscience and the striving of the Holy Spirit, did not stop man from disobeying God at the Tower of Babel. In judgement, God confused their lanuages and thereby created nations out of what were already family groups.
