After showing Judah's rebellion against her God, the Lord reveals His plan to bring about salvation and restore His rule on earth through the remnant seed. In Chapter 9 the promises is given that a child will be born who is to rule with justice and righteousness.
Chapter 11 develops that promise. The royal line of David is as a tree cut down, but the stump (the covenant promise to David about the enduring nature of his dynasty) remains and from that stump a single shoot comes that will bear fruit.
