He does so because life as a Christian will have trials and troubles on an almost daily basis. These trials and troubles can become so heavy and burdensome that we lose our focus on our hope and Christ who is the source of our strength and wisdom.
Paul follows the command with practical advice that should serve as the alternative to worry. Taking this counsel to heart and applying our heart, mind and will to these things will serve to restore peace and joy to our lives, even as our circumstances remain unchanged. Also the impact can then serve to display God's grace and goodness, as it is manifested through us, to the world.
