Scripture is filled with records of God using human instruments to punish human sinners (e.g., Philistines and Israelites). Many of these records also include God's use of other humans to bring judgment upon those whom He just used to bring judgment. We are told this second layer of judgment is because of the arrogance, pride and ruthlessness of the instrument's attitudes and actions, as well as their self-exaltation.
God rightly pronounces judgment upon these instruments for their sins, even though He had raised them up to be used as His instruments of righteousness. God raised them up, they sinned and are held accountable; and in all these things, God is righteous and holy.
This series of examples is culminated in the sins committed by those who put Jesus to death.
Here is where the second part of the title comes into play. The human instruments did what they wanted to do; that is they put Jesus to an ignominious death on the cross out of their anger and hatred.
