High-speed rail route took land from farmers. The money they’re owed hasn’t arrived
Up and down the San Joaquin Valley, farmers have similar stories. The state can take land with a so-called order of possession by the Superior Court while it haggles over the price.

But farmers often face out-of-pocket costs for lost production, road replacement, repositioning of irrigation systems and other expenses, which the state agrees to pay before the final settlement.

Those payments and even some payments for land have stretched out to three years. State officials have offered endless excuses for not paying, the farmers say.

Eminent domain, the legal process by which government takes private land, is complicated enough, particularly in California with a maze of agencies involved. But the rail authority’s constantly changing plans, thin state staff and reliance on outside attorneys have made it more difficult, some say. ...

Yes, Neil, the classic water wars of California can be found in Wikipedia articles if nothing else. The following article is about the more complex modern water wars in the Central valley.

With the Keystone Pipeline, one wonders why the XL/TransCanada company just lay down more pipeline along older route even if they was adding more mileage to the line? They probably would have had it built by now.

Apparently, the California high-speed train route perhaps could have followed some old California highways without appropriating a lot of land?

Maybe project planners reviewed William Mulholland's dirty tricks in cheating Owens Valley farmers from their land back in the 1920s, so Los Angeles could have water. See "California Water Wars."

Progressive spendthrifts love useless glamour projects like this. And I bet it would be run nowhere near as efficiently or safely as Japan's Shinkansen.

These California farmers may have been able to fend-off the taking of their lands by eminent domain, by copying the tactics used by the people who have fought the XL Keystone Pipeline?

It looks like the Keystone XL and this California High-Speed Railway could have taken better routes besides? It looks like it's too late for the California's farmers to get much changed, though
