Looking at things from the Divine side of the issue. A person who is born from above now has an indwelling Holy Spirit and the law of God written on their hearts. They would be ignoring the prompting of the Sprit of God that they are sinning regardless of the fact that they have no human mentor.
Even Paul said the Corinthians had become prideful of their tolerance of immorality, which showed they knew it was wrong. The guy who sits in front of me a couple of pews up, when he got saved he disposed of all his pornography and drugs the night he got saved because of the witness of the Spirit that it was wrong.

Paul used similar analogies in I Corinthians 3 when he talked about planting and watering
No one is stating that personal contact and face to face witnessing is not a necessary tool in evangelism. No one is stating that all tracts are worth the paper upon which they are printed. Paul mentioned the foolishness of preaching in evangelizing the lost. We don't throw out all preaching because some is bad.
There are countless people who have been born from above by the Spirit of God using the Word of God that was printed in a tract they had read. That served either as a seed sowed or watered and God graciously giving the increase.
The teaching of doctrine is, according to II Timothy 3:16 and 17 is for the one termed â€śthe man of Godâ€ť or we could simply say the Redeemed.
As previously quoted verses prove, it is the Word of God that is used by the Spirit of God in the conversion of sinners. Tracts put that Word out into the hands of sinners. We can but trust Him that His Word will not come back empty but prosper. (Isaiah 55:11)
Romans reminds us that faith comes by hearing and hearing by the Word of God. James tells us that we were begotten to God with the Word of truth, Peter tells us we were born again by the incorruptible seed of the Word of God. More verses could be cited.
Paul didn't give a doctrinal dissertation to the Philippian jailer and he told the Corinthians he used much plainess of speech. A tract with a Biblical message of salvation that has the printed Word of God in it is an effective means to plant and sow the gospel, as always the increase is solely in God's hand.

If we followed your reasoning then the jews in Estherâ€™s day should not have gone through governmental decree to reverse the one that called for their destruction, they should have just prayed to God for protection and were faithless because that wasnâ€™t all they did. Abraham should have just prayed for Lots safe return instead of going after him with his armed band to recover him. Nehemiah and Ezra were men of prayer, yet they used the governmental means given them to continue to build the wall and the Temple.
You are comparing apples to oranges brother when you site the example of Peter and Herod. Herod had already executed James at a whim. The believers had no recourse within the governmental system, they only had the option of prayer. They werenâ€™t more spiritual because of that as we note their unbelief that their prayers were answered. They had no other recourse
God has said take no thought for food or raiment, are you being faithless because you work to earn money to provide those things? Rather are you acknowledging that all wealth and ability to earn it comes from God and this is the means He has given you to provide it.
