Did he actually pardon the city? Since it was destroyed it seems that he didn't pardon the city, but in an act of mercy he had Lot and those within his family who would leave the city so that he could destroy it. He didn't find 10 righteous so since He knew Abraham heart for Lot, He pardoned Lot but not the city.
