John's purpose for writing Revelation was to warn the saints to be patient (3:10), to be vigilant (16:15), and to be discerning (12:9).
Chapter 13 deals with the cosmic conflict of the ages under the descriptive of two beasts—one terrible in aspect arising from the sea (Satan's beast-kingdom) and the other deceptively gentle and lamb-like (Satan's false religion) arising out of the earth.
The first beast (13:1-10) is the mirror image of the dragon who gives it power and authority to wage war on the saints. Many seek to identify this beast in its contextual reference, either historically (Nero of Rome) or as some future rule to come on the world scene. If this was John's purpose, we are not given much detail to identify this kingdom specifically.
It is better to understand that Satan is the god of this world and that he has usurped authority and rules in all earthy governments to the degree permitted by God. Satan is at war with Christ and His people. Although he can harm them physically, they are secure in God's sovereign protection. "Here is a call for the patient endurance and faith of the saints."
