Hermeneutics is defined by Merriam-Webster as "the study of the methodological principles of interpretation (as of the Bible)", which is to say that hermeneutics is the method by which the Holy Bible is rightly interpreted. Paul ups the ante and tells us that if you want to understand the scriptures, you need to rightly divide them before you can rightly interpret them. Herein lies the key to understanding what the Bible does and does not say and teach.
"Study to shew thyself approved unto God, a workman that needeth not to be ashamed, rightly dividing the word of truth." 2 Timothy 2:15 (KJB)

Third, you need to determine to whom the passage in question is addressed. Is God talking to the Jews and Israel, the Church, or to the unsaved gentile world at large? Lastly, you have to take what you are reading and 'rightly divide' it according to the scripture. 9 out of ten churches you will ever set foot in do not do this. How can that be? Because Paul said that is the last days, our day, doctrine would no longer be preached, and rightly dividing is absolutely doctrine.
