What about those who never developed the ability to understand the truth of the gospel, to make decisions for which they can be held accountable, and thus do not commit personal acts of sin for which they would be accountable. Nor, can they ever make a personal decision to trust in Jesus Christ as personal Savior. This relates primarily to infants that are stillborn, or live short while and then die. Or young children that die in the early years. I want you to be very clear that infants are sinners. As sinners, they are under condemnation. The scripture is very clear on that. You'll find a pattern, all the judgments of scripture are based on works. That everyone will have a personal judgment before almighty God. Everyone of them, according to their deeds. My understanding of this judgment, that it's according to their deeds, in verses 12 and 13, would indicate probably that infants are not here.
