Having some years earlier (24:27) stated to the Ephesian elders that he preached all the counsel of God, Paul gives us some insight into what he meant by that statement. He is defending himself and his ministry before a Roman court presided over by the governor Festus. In a sense we can look at his words here and learn what preaching all the counsel of God really means. Obviously this was a sentiment that was never far from the Apostle's mind.
The declaration of truth is a major issue for the Church today. What is truth? (John 18:38) The simple answer is found in Christ's description of Himself in John 14:6: I am...the truth. This truth is to be found in the Scriptures—Thy word is truth, John 17:17. This is the very point that Paul is making here! He had preached Christ, adhering faithfully to the Scriptures and in so doing had preached all the counsel of God.
