Rev Campbell said his church was opposed to Hallowe'en because it was "one of the two major days for Satanists", and "God's word clearly condemns and warns people about celebrating or glorifying Hallowe'en or the occult"....

So would it be OK if no appeal was made to children? This sounds like the standard "do it for the children" ad misericordiam fallacy often used by irresponsible politicians.
While I agree that Halloween (aka Samhain) is a bad business, the pastor forgets that Scripture warns *believers* about participation in the occult (2 Cor 6:14). Did Paul try to stop the Ephesians from worshipping Diana? See Acts 19:37 for the answer.
"Harvest festivals" promoted as an alternative to Halloween by American churches (at least) have no warrant in Scripture & are unlawful for that reason alone. The church is for edification, fellowship, & worship, not entertainment.
