This has always been the rule at the state controlled "Three Self Patriotic Association" Protestant, and "Catholic Patriotic Association" Catholic Churches.
They are also banned from preaching sermons about eschatology (the Second Coming of the Lord Jesus Christ), or any other subject that is considered contentious by the Communist Party Religious Affairs Department.
All outside evangelism by these state approved churches is banned, as are Sunday Schools, or any extra activities other than Sunday services, and perhaps a permitted weekday meeting in the church building.
Secret police and government agents regularly attend services to monitor them, some churches have CCTV installed by the authorities connected to the local police station, and theological colleges are strictly monitored by the state. All church members details, baptisms, etc., must be notified to the authorities.
Meanwhile, the totally illegal house churches carry on, and carry out the "illegal" activities subject to the possibility of arrest, imprisonment, and state harrassment, but they refuse to "bow the knee" to these outrageous laws.
