There is no good reason to suspect any deception. Artillery rockets might even be worse than missiles because being generally unguided, they cause “collateral damage,“ i.e. civilian casualties. The Iranian Fajr-5 used by Hamas et al. carries a 175 kilo warhead, nothing like a child's toy. And collateral damage serves the purpose of terrorism much better than an expensive guided weapon.
Besides, I have seen numerous instances of uninformed journalists confusing related weapons, so I would still give them the benefit of a doubt here. For example, I often see SP artillery or IFVs described as tanks.
