Washington --- The Bush administration has prepared a list of about two dozen terrorist leaders that the Central Intelligence Agency is authorized to kill if capture is impractical and civilian casualties can be minimized, senior military and intelligence officials said.
The previously undisclosed CIA list of targets includes top leaders of al-Qaida, like Osama bin Laden and his chief deputy, Ayman al-Zawahiri, and other principal figures from al-Qaida and affiliated terrorist groups, the officials said. "It's the worst of the worst," one official said.
President Bush has provided written legal authority to the CIA to hunt down and kill the terrorists without seeking further approval each time the agency is about to launch an operation. Some officials said the terrorist list was known as the "high-value target list."

I know everyone is called a suspect these days and I hope that's the only reason they are killing these "suspects". These should be called convicts, as they have been convicted by the evidence and testimonies of witnesses in their absence. This is not a war, but the way they operate makes it impossible for normal justice to apply in the same way that it does with spies in wartime. The way they hide cowardly amongst innocent people makes it impossible to avoid collatoral casualties. It is a pity the government has taken this long to realise what the Israeli army is up against with the PLO, HAmmas, Islamic Jihad and other terrorist groups. isn't it a revealing thing to stand in someone else's place. Next time we should take the plank out of our own eye before we try to remove the speck from our brother's eye.
