Don't tell the truth, tell the policy!! The bureaucrats are trying to be nice to everybody including the terrorists, probably from the point of view of cost cutting the extent of military involvement on foreign soil. The defence budget has become too expensive in modern technological warfare, therefore adjust your foreign policy accordingly. I wonder what the future will be like?
