If it were a language, then "someone" would have been able to understand him. But scripture saith, "no man understandeth him".

By verse five we get the interpreter...
5 I would that ye all spake with tongues, but rather that ye prophesied: for greater is he that prophesieth than he that speaketh with tongues, except he interpret, that the church may receive edifying.

So speak with tongues
And interpret
Thus two gifts.

Except for the weird language of english painters in Wales - none can understand them.

John's statement above with some verse applied.....

"A sinner does not have ***the substance of things hoped for, the evidence of things not seen.*** so where is it? Not within him, eh? Not without him either."

"So where is it?" - Until he is born again it sure can't be in the mortals intellect, brain, heart,,,,etc. He certainly can't have the same HOPE as a believer!

"Not within him?" - It is spiritually discened and whilst he is spiritually dead as a dodo, then he can't perceive the truth!

"Not without him" - When the Holy Spirit works faith in his heart then it is within - prior to that it logically has to be without.

Wrought by the Spirit....
13 "Howbeit when he, the Spirit of truth, is come, he will guide you into all truth: for he shall not speak of himself; but whatsoever he shall hear, that shall he speak: and he will shew you things to come.
14 He shall glorify me: for he shall receive of mine, and shall shew it unto you."

26 "But ye believe not, **BECAUSE** ye are not of my sheep, as I said unto you"

Ro 3:3 For what if some did not believe? shall their unbelief make the faith of God without effect?"
