No, it is an objectively quantifiable and auditable assessment based upon an arbitrarily-chosen definition, that definition itself being eminently reasonable. Words have meaning.

Laity simply means - not ordained.

1Tim 3:1 This is a true saying, If a man desire the **office** of a **BISHOP**, he desireth a good work.

1Tim 3:8 Likewise must the **DEACONS** be grave, not doubletongued, not given to much wine, not greedy of filthy lucre;

1Tim 5:17 Let the **ELDERS** THAT **RULE** well be counted worthy of double honour, especially they who labour in the word and doctrine.

Titus 1:5 For this cause left I thee in Crete, that thou shouldest set in order the things that are wanting, and **ORDAIN ELDERS** in every city, as I had appointed thee.
= Does this mean the entire congregation is ordained elder??

1Cor 12:28 And God hath set some in the church, first apostles, secondarily prophets, thirdly teachers, after that miracles, then gifts of healings, helps, governments, diversities of tongues. 29 Are all apostles? are all prophets? are all teachers? are all workers of miracles?

Eph 4:11 And he gave some, apostles; and some, prophets; and some, evangelists; and some, pastors and teachers; 12 For the perfecting of the saints, for the work of the ministry, for the edifying of the body of Christ:
