In Spirit Baptism we are entirely passive. We do not need human beings for that.
The Lord's commission in Matt 28 was to be performed by the disciples, and even though you may wish to brush their baptism under the carpet, no honest person can deny the facts.

Throughout the Gospels baptism stands for water baptism (baptism of the Holy Spirit was yet to come and that The Lord had to explain later to the disciples). We know from the early church records that the formula of baptizing in the name of the Father, Son and Holy Spirit was only ever used of water baptism. The Lords parting commission to the disciples is that this form of baptism, viz. water baptism was to be carried on even to the end of the world. But you can glibly dismiss it as inconsequential or pointing to Holy Spirit baptism without so much as an ounce of proof?!
