What makes the gospel obnoxious to those that do not find it offensive? I found it most worthy of consideration that men and women together with their children would risk their property and lives to hear it, during the killing times in Scotland, yet those preaching by the power of the Spirit still assumed not all their hearers were even then yet converted.

In 1 Cor. 5 Paul is dealing with sin inside the visible church; as the institution of the Church. He states: "12For what have I to do to judge them also that are without? do not ye judge them that are within? 13But them that are without God judgeth. Therefore put away from among yourselves that wicked person." Here he is addressing what Peter states 1Peter 4:7 judgment begins at the house of God. How does God judge those who are without? Is it not by the Civil Magistrate? Romans 13:3-5
I grant that both these institutions spoken of by Paul, as a true Jew and servant of Jesus Christ were better understood by him, then Gentile Christians in America. Paul had no difficulty understanding the OT Scripture in perfect harmony with the NT teaching of Christ; that he obtained from the Holy Spirit. The Spirit both giving and making use of his knowledge of the OT and then applying it to the NT situation, as an apostle given by Christ to his Church.
This is just a small piece of the puzzle but necessary to set some Scriptural guide lines concerning the place of the two institutions as regards these 'street preachers' usurpation.

Because Church and State are separate institutions, they have different culpability and accountability before Almighty God. This video shows a violation of God's moral law. Is it due to the confusion that is perpetuated by an apostate church under a deist Constitution? It appears that this staged video had an agenda. Was it accomplished? That depends on whether you understand that the law of both the Old and New Testament Scriptures, has a role to play in the ordering of any nation both in Church and State and why that is.
